Fatal Lowell Shooting Likely Stemmed From Road Rage Confrontation

LOWELL (CBS) – A 20-year-old woman is now charged with murder in connection with a .

Graciela Paulino of Lowell was ordered held without bail during her arraignment Friday in Lowell District Court.

Prosecutors say she got into an altercation with Marc Devoe, 34, of Peabody, and shot him dead around 12:45 p.m. on Thursday.

Police said Devoe drove toward the intersection of YMCA Drive and the exit driveway of the Gallagher Transportation Terminal on Thorndike Street but crashed into a jersey barrier.

Middlesex District Attorney Marian Ryan said it appears this was a "random encounter in traffic" that likely led to a road rage dispute.

Prosecutors say the victim, Devoe, was shot once in the chest.

"As you can imagine, it creates fear and trepidation in the city when something like this happens. Especially when the suspect is still on the loose," said Lowell city manager Kevin Murphy. "The incredible work of our uniformed police officers to apprehend this heinous perpetrator prior to 11 p.m. in the evening is just remarkable."

Devoe's father was emotional at the scene of the crash on Thursday and had to be restrained by police.

On Friday outside court, he asked President Trump to do something about gun violence in the country.

Paulino was when she was just 16 years old. She was asked what issue was most important to her.

"The biggest issue I think in Lowell is the violence," she said in a video interview. "There's a lot of it in the city and I guess it just keeps increasing. I feel like if we all work together, we can help reduce the violence and make the streets a safer place for everybody."
